Cat having weird eye problem

I recently noticed something weird on my cat's eyes.
he's a black male, 1 1/2 years, mixed unknown breed.

before I describe the problem, please excuse my lingo, as I don't know the technical terms. I can attach a picture of his eye later if needed, but here we go.

Usually when he opens his eye, the whole pupil is visible. lately, part of the white film is coming out (from the nose out), and covering almost half his pupil on both eyes. it actually leans more towards covering half the pupil if I force open the eye, if he willingly opens it, it covers about quarter of his eye. I'm pretty sure this is not normal, but I'm not certain what the problem is, could it be that the eye isn't getting enough lubrication that this white film is getting stuck on the pupil? I read a little bit about catarats, and that it is a common case with cats, but I'm not if that case has the symptoms of catarats.

I would appreciate any advice on this.

I am planning to take the cat to my vet pretty soon, but I thought if somebody knowledgeable in this field can guide me, I may figure out whether I should treat this as an emergency.
