it really depends what type of art you're looking for, and what the intended purpose is. personal, commercial advertising, print, web, etc....

just a note on free clip art:

Free Clip Art
There are plenty of free clip art websites online. Most offer hundreds of basic images in low-resolution formats. (For more on clip art resolution formats, read Understanding Image Formats.) Free images are fine for personal use—such as scrapbooking—but unless you know the original source and the website owner’s motive for giving clip art away free, you risk downloading unlabeled, copyrighted images inadvertently. (You may also leave your computer vulnerable to uninvited guests, like spyware.)

Legal business use for free clip art images isn’t easy to pinpoint since the original source is obscure, so free clip art images aren’t recommended for business use.

personally, I think buying an inexpensive clip-art package is the way to go.

Microsoft (http://office.microsoft.com/clipart/default.aspx?lc=en-us) has some good clipart.

Syruss (http://www.syruss.com/) has some nice stuff too.

IconBazaar (http://www.iconbazaar.com/index.html) is pretty neat too.

Depends on what you're looking for and what you're going to do with it, really. HTH!

They are building a public domain collection.

High quality SVG (vector type) clipart - public domain so they can be used for any purpose. Commercial, private, home, school, advertising, web etc.

I also like icon bazaer, already noted and as mentioned, WP and Microsoft offer clipart. WP cipart comes as its own format but you can copy it to a graphics program and save it as the file format you want or convert the WP program to HTML and thus save the clipart as gifs, jpegs or pngs in the process. Same is true for Maicrosft of course and MS also offers a place on its site where you can dl clipart. It too - or used to (It has been maybe a yr since I dled there) - come in the format for Word/Excel/PP/Access apps but you can follow the same route as for WP. There are also free clipart collections on shareware and freeware sites.
