They can totally be trained, and they do use a litterbox, although Giz sometimes forgets we have one. Sam nips a bit, but used to bite when we first got him....same with Gizmo, but Frodo is our gentle giant. No matter how rough you are playing with him, as soooon as you pick him up, he mellows out.

Animal Planet one time showed Ferret-ownership to banned in one state in the US,I think it was California(could be wrong),where owners had gone underground with meetings etc..
Don't know why they are banned?Maybe considered a wild animal?
