howling neighbours dog

I HAVE A NEW NEIGHBOUR!They also have a beautiful alaskan dog.He is very friendly and he is also very noisy.The problem is ,as soon as his owners leave for work,it starts howling>>ALL DAY,until they return home.sometimes they are gone for 9-14 hours!!Yesterday,i overheard the one guy yelling at the dog,and then i heard him kick the dog and the dog was yelping.iI then,told the person that i would call the police and have him charged with animal abuse.any information ,i could pass on to them,as to how they can stop this dog from howling would be a great help.TO ALL OF US!!thanks

My experience with people who beat their dogs, aren't looking for answers or help.
I strongly suggest that if you see the person kicking or hitting the dog to call the humane society ASAP.
By the way the poor dog is having seperation anxiety.
