I have an Italian Greyhound that got out on Friday night. He returned Saturday afternoon, but cannot move anything but his head / neck. He does not seem to be in any pain, just has no muscle control. He eats and drinks fine. He now is developing blisters on his lower lip. I am looking for any guidance you can provide.

I would bring him to the vet. He may have been hit by a car if he is unable to move properly.
Please don't wait.

It is possible that your dog may have contracted one of the various forms of tick disease. The link below will offer more info:

If your dog is stiff, I wouldn't assume he is not in pain. He definitely needs a vet.

If, on this site, you click on Search and then enter the words " coonhound paralysis" in the box, there is a thread " Cat can suddenly not standup on all fours". If you click on that thread and scroll down there are two posts. One is concerning a case of a dog who , when he returned home , could not move from his neck down and what was done to cure him. Following that is a post by another member who says this "My former dog had something similar. We went to call him in from the backyard when he didn't come I got my husband to check on him. He was lying on his side unable to move a muscle. The vet could find nothing wrong, from the x-rays and we couldn't afford any sort of specialists at the time. He ended up at the vet for a week, then was put on steroids, he did make a full recovery but it was a few weeks until he was back to normal." A MRI or a CT scan could be very helpful to ascertain what condition your dog may have. If your vet is not able to
come up with a diagnosis you might want to ask for a referral to a
veterinary neurologist.
