12-Year-Old Beagle scratching neck!!!

Our 12-year-old beagle/shephard has thyroid cancer. Since Cassie was operated on the neck for the removal of the tumor back in Feb'05, she started scratching her neck where she was operated on. She scratches her neck so much that the area became inflamed and had developed open skin sores which would bleed when she scratches. Our vet prescribed her Clavamox(250mg)2x daily for 14 days. Previously, Cassie would heal from this medication. This time Cassie's neck is so raw that I have her wearing the Elizabethan collar while taking this medication. She also chews/licks her back paw webbing between the toes which is also inflamed. My vet is puzzled on how to treat Cassie, meanwhile she's suffering with this condition and I feel it's cancer related. Please help!!!

I wouldn't fool around with cancer, and i wouldn't feel bad about getting a second opinion either! Is it possible she may be suffering from anxiety? I've seen some dogs tear themselves apart with anxiety.
