If your vet can't figure it out, find a new vet.

This is serious because if this is a urinary tract infection, your dog could develop a blockage in the urinary tract which would prevent him from being able to urinate at all. It can get to this stage very quickly and can not only endanger the life of your dog but it can cost you alot more to have fixed. Even if it is not a UTI, urinating blood is still a serious symptom. Please get a second opinion from another vet .

This happened with one of my dogs several years ago. He had 4 bladder stones. He had to go on the special Hill's food for 6 months to help prevent further crystals from forming and had the stones removed when he had to undergo another surgery. The problem did not re-occur. Agree you should find another vet - does not make sense that your vet would not consider this serious.
