any canine behaviorist around?

I was just wondering what your thoughts were on two of Charley's behaviours. For your info Charley is almost 7 months old, is a pomeranian with a little shih tzu in the mix and is a little on the 'bossy/top dog side' (but we're working on that). I've had him since he was 7 weeks old, we've been to kindergarden and are now in basic obedience in case that matters.

The first one is licking, he licks everyone anywhere he can to the point that its almost an obsession... What, if anything, is he trying to tell us? He's always done this.

The second thing is chewing toys or bones while laying on our feet. This is something else he's always done. At first we thought it was because he likedd chewing on our socks and we'd replace with a toy. We thought that since he'd rather chew on the socks, being close to them and chewing on a toy was as good as he could get. Now that its summer time and we aren't wearing socks much he still does it... What is he doing?

Dogs love to do things that give them a positive responce. Licking is a common part of a dogs greeting, a giggle or petting will encourage this behaviour. Look a what a dog does when he does a great trick, he will to it often, even when not asked.
As for laying on your feet while playing. Sounds as if you may have in some way encouraged this at least once. He is comfortable and attached to you so being close is a common behaviour. Many dogs may not stay as close as yours is but I will bet they are still close by.
