MESA -- The Maricopa County Sheriff's Office is investigating the deaths of 28 dogs, possibly from heatstroke at a training facility near Cave Creek.

The animals were housed at Partners Dog Training.

Authorities said they most likely died last weekend from heat exhaustion, although the exact cause of death is yet to be determined.

Only two of 30 dogs being kept at the facility survived after an evaporative cooling unit apparently failed, authorities said Tuesday.

Sheriff Joe Arpaio said his office will be try to determine if the facility's owner violated any laws that limit the number of animals that can be housed in a similarly sized facility, and whether having only one evaporative cooler for the building was appropriate.
