"Wild" dogs in Hamilton??

the headline int he paper is very misleading: "Hamilton cracks down on wild dogs"

Here's the article, however they use "wild" dogs to get your attention, when in fact, they are leash free dogs running about in a non-leashfree area!! What kind of journalism is this anyway??


The Hamilton Conservation Authority is set to crack down on free-running dogs that have been biting hikers, chasing wildlife and scaring children.
Conservation authority officials, alarmed by the surge in dog-related incidents, are hiring off-duty police officers and using bylaw personnel and animal control officials to patrol trail systems beginning next week.

They will start with an information campaign, then begin handing out leash violation tickets carrying fines of up to $120.
