ALBUQUERQUE, N.M. -- The Albuquerque City Council passed a pet law Wednesday night that some people are calling among the strictest in the nation.

The council approved Angel's Law, named after a boy who was seriously injured while trying to save his sister from a dog attack.
The new law has several restrictions:
Dogs are allowed to be on a chain for no more than an hour each day.
Owners must have a secure fence at the appropriate height for their pets.
Dogs must be walked on a leash,
Owners of dogs deemed "dangerous" (having injured someone) must carry $100,000 in insurance.
Pet owners not complying with Angel's Law face a $500 per day fine or 90 days in jail.
Opponents questioned how the new law would be enforced.
