this is a ball park in the summer months, and a dog park in the spring/fall/winter months

The beach is open during the fall/winter/early spring and many people take their dogs there. There's plenty of room for the dogs to run on the beach and play in the water. The only downside is that you can't use the facilities in the summer (obviously due to beach-goers!)
